When the temperture goes down to -32 the engine starts to over heat. Is there a heat sensor that controlls this?

Yes there is its called the (ECT) engine coolant temperature sensor. This is what tell the coputer how hot the coolant is so that it may turn the fans on or even retard the timing have it ohm tested for continuity. It can give the computer the wrong reading thus causing the computer not to turn the fans on.
