First use a multi-tester to test from the red wire to ground (engine) to make sure you have a 12 volt circuit to the starter. If not. The engine may not be grounded properly (check the ground strap), or the battery lead to the battery is loose or defective. If this is not the problem try shorting across the strarter relay/solonoid with a screw driver or jumper wire. If the starter turns. It's electrical (possibly the ignition), if not.
