The most likely cause is a defective body computer. Not sure what the advantage is to computerizing everything because customers pay the price. (I drive an '88 Grand Caravan specifically because it has only one computer, not dozens).
Before you do condemn the computer, there's two less common things to check. The computer is tucked up against the firewall, inside, above the driver's feet. Right under it is a fuse box. Check for missing fuses. They have a tendency to fall out onto your ankle.
With the wiper switch turned to low or high, (not one of the delay settings), and the ignition switch in the "Run" position, touch the probe of a grounded test light to the metal housing of the wiper motor. If the test light lights up, the motor is not grounded. The plate the motor is bolted to is attached to the body by three bolts with rubber anti-vibration bushings. These bushings isolate the assembly electrically, so one of them will have a brass ground strap. That strap can develop a burn ring due to arcing. The easiest fix is to run a new ground wire from the body to the motor housing.
