Is the wiper fluid dispesor powered by the A/C belt?

The A/C belt runs the air conditioner compressor. That has nothing to do with the wipers and washers. The washers are powered by a small motorized pump.

What is the symptom or problem? I get the feeling you have a problem that started right after someone replaced the AC belt and you're looking for someone to blame. Hope I'm wrong, but it happens a lot.
