I have had problems in the past with the vehicle not starting all the time, finally it would not start at all. Come to find out the plastic ring that goes around the ignition lock cylinder that has the little chip or motherboard in it had broken. So I ordered a whole new lock cylinder (which did not come with a new key) but I ordered a new pk3 key blank from another place, I had the key cut to the new cylinder and I installed the new cylinder and new plastic ring with it, but I cannot get it to start and I have tried the relearn system five or six times, but I keep getting the " starting disabled due to theft system " message from the car. Do you have any ideas as to what I need to do? Thanks

The problem is the original key is chipped and you changed keys. You would have to get a chipped replacement key and have it programmed to your car.

Unless you can put your old chipped key in the ignition cylinder and turn it on then off and then put your new chipped key in within ten seconds you cannot add new keys. It would be a dealership fix it takes a scan tool and GM service stall.

According to the service information you should be able to program replacement key with the relearn procedure. Is the telltale shutting off during the procedure? Have you done the thirty minute relearn?

I looked it up on all data and with the key reader without a master key you need a scan tool and access to the GM service stall it has a chipped key. I had to do one of these on a Saturn relay van the same as a Chevrolet Uplander van. No fun when all keys were lost.

Taken from Alldata.

Replacing keys:

When the correct number of learned master keys are not available to perform adding keys procedure the ten minute re-learn procedure or thirty minute re-learn procedure must be performed. Refer to programming theft deterrent system components.

The scan tool appears to only be used if replacing the BCM.

Thanks for all the Information guys. When I ordered the new ignition lock cylinder and new key I took the key to the dealership and they cut the key according to the VIN of the car and the new cylinder I got has the same tumblers in it as the old one so I can put the original key in the new cylinder, but it still says disabled due to security and will not start the vehicle. From what I have read the original key will not work because of the new plastic module that goes around the cylinder does not have the same signal in it as the old one (which broke) had that matches my old key. When you refer to a scan tool do you mean the ODB2 scanner?

If you cannot get the relearn to work, you will have to get an enhanced scan tool to read the security codes as there may be an additional problem in the system.
Is the relearn doing what it is supposed to with the telltale going off after ten minutes?

It sounds like the dealership that did the programming did not do it right to me. You may have another problem like a connection issue. You should check the wiring and connection to make sure we are not chasing our tail.

Please let us know what happens.

Cheers, Ken
