I attached the possibilities for this code.
In most cases, this code is set from dirty oil. Dirt and debris gets into the VVT and it becomes stuck.
The engine oil system has to be pressure cleaned internally of all dirt and debris. Adding a cleaner and changing the oil does not do it. It needs a machine that will attach to the oil filter and the drain plug and force a solution through that removes all dirt and debris from the passages.
I would do that first before looking to change any parts.

Pardon if I put my two cents in, for the P0299 Ford has a service bulletin that has us checking the turbo wastegate operation but I have been doing bypass solenoids like crazy! The diaphragm gets torn. It is mounted under the charge air cooler and is super easy to replace. I've attached an actual picture of one that I have replaced.
