Parking brake will not release?

So, can you feel the e brake hold mechanism release when you pull the release lever, and the car doesn't move? Or the e brake mechanism does not release when you pull the level, we need more information than what you have given? Here is a diagrams of the parking brake and you can see the cable that releases the system you may need to work it manually. Check out the images (below).
