I have replaced radiator, hoses, reservoir tank, radiator cap and bypassed the heater core and the engine is still running hot. It takes a good twenty minutes for the fans to come on but they eventually do but they stay on. They do not cycle on and off like normal. Any ideas on what else I need to try or just take the car to the scrap yard?

Do a head check for any internal coolant leaks. this is a simple and quick chemical test for exhaust gasses in the cooling system, most mechanics can do this quick test while you wait. if that is okay, replace thermostat and get the radiator removed and have it core cleaned, a back flush may not clear any blocked core tubes.

Here is a guide

The exhaust does have a smell to it but I do not have a cracked head or blown head gasket because there is no water in the oil or oil in the waster and every engine that blows a head gasket or cracks a head has water in the oil. Thermostat been replaced four times and the radiator three times with a new one this last time.

You can still have a blown head gasket even though you don't have coolant in the oil.
