Should a cooling fan driven only by electric motor (no belts) always be on or does it rely on the thermostat for control?

Hi there,
Engine cooling fans rely on a separate temp sensor in most case, this is basically a heat switch that turns the fan on and off at a pre set temp, they should not be on all the time, If the A/C is on and there some cars will run the fan then as well all the time.
