NO tail lights, dash illumination

I have a 2001 oldsmobile Alero and the tail lights, dash illumination lights or parking lights are not working. I have checked fuses and bulbs and am not sure what to do next. Any help in remediation this problem is greatly appreciated. Also. Could you tell me where the a/c recharge port is.

There is a lamp control relay that is not working right here is a guide to help you test it and the location of the relay below.
