1991 Oldsmobile Cutlass diagnostic codes not making sense

I have a 2.5 liter olds ciera, the vin is R and im getting 2 codes come up. One is a code 23, which is a temp code. Im not worried about that. Number 2 is a code 53, charging system or egr valve. The charging system is charging at 13.96 volts, seems solid to me. I have taken the egr off and is works too. But the engine light is on, car idles very rough in the morning(cold mornings) and has a bad miss at 1/4 throttle. When it gets warm it will idle as high as 3500 or better, high enough that I can idle in drive at 30-35 miles per hour without giving any gas. Terrible driveability in traffic, can you help please?

Egr might be sticking open causing a vacuum leak. The temp code, might want to try a coolant temp sensor, if it is out of range it will not be able to adjust the mixture properly
