I have a 1983 cutlass supreme and the gas hand isnt working properly. The hand says the car is full even when its empty. What should I do?

Probably a problem with the fuel sending unit. The tank may need to be dropped. There is a reostat on the sending unit that may have worn windings on it.

If you don't want to go through the expense, fill the tank, record you milage. Multiply the gallons used by 10 and when you reach that point put more gas in and see how many gallons you still had to see how much further you may be able to go in the future.
