i replaced rotors and shoes on front and i still have a surging like the rotors are warped

How did you put the tires on? Use a torque wrench to do it? Drive the car and if when you step on the brake the front seems to shake or the pedal bounces, it the front rotors, if the bouncing is felt more in the seat it is the rear brakes, also check the tires for a shifted belt...
