This could be due to a faulty brake light switch.
It is located behind the brake pedal.
The brake light switch sends a signal to the cruise module of when to disengage, due to the pedal being pressed.

A faulty brake light switch can send a signal that the brake is on all the time to the module. Which will prevent the cruise from functioning.
This could be a connection issue with the brake light switch or a problem with the wiring harness.
Another possibility is a faulty cruise control module.
