Also I switched relay# 18 with relay# 21, but the fuel pump still not working when connect it in its place! I

Also I did this test and I have these results:
1) Red lead of the Multimeter in the positive of the battery, Black lead of the Multimeter in the Pin#30
A) When the key off, Multimeter read 12.49Volts
B) When the key on, Multimeter read 0.01Volts

You may have an injector problem? Unplug injectors, then see if voltage reading improves. My info shows 87 carries voltage to switch/load side of relay, sometimes wiring diagrams get 30 and 87 reversed, doesn't matter as long as there is continuity between those two pins, when relay is energized. Both should be hot, when relay energized.
