2000 Oldsmobile Alero Coolant overheating/overcooling/overf

Since last summer it has been erratically overheating and leaking coolant. Replaced the head gasket and water pump(was leaking there). Still overheating according to the gauge and overflowing at the tank. Temporarily was loosing some power the other night and overheating, even the alternator light came on. Now blowing cold air inside the car with heat on. I bled the coolant system while I initially put more coolant in it when it was cold. The upper hose was cold until the thermostat gurgled and then it got hot. Coolant was overflowing. It was overflowing even before the thermostat opened up.
What may be the problem? Thermostat, coolant temp sensor, drive belt? Belt and tensioner seemed to be ok.

Is the raditor cap ok. It needs to hold atleast 15 psi or it will overheat

I put a new one on it a few months ago. It is very hard to get on and off sometimes though.
