Oil leak and high oil pressure

Oil leaked, warning light not illuminated. Garage reported that oil pressure switch has failed and the oil pressure is high.
Could the high oil pressure be caused by the failure of the oil pressure switch and the car not having any oil in it?
Should the switch be replaced, oil added and pressure checked again before looking for other problems . valve and pump have been suggested.

oil pressure may be the reason for high pressure, fill it up and take a mechanical reading of the oil pressure it can also be a bad oil filter. We don't have any info on these cars as they are not in USA
