Oil and battery lights are constantly on

The engine overheated due to a cracked thermostat housing. This caused the non-return valve on the block to melt so I had it replaced plus the cracked housing. I switched the ignition on and the oil and battery lights are still on and my car will not start. Are these lights restricting my car from starting and how do I reset them (if possible)?

Does it crank over or it will do nothing? If it is cranking can you hear it try and start, like a cough or splutter as it tries to fire?
