WHEN KEY IS INSERTED AND TURNED ON, CHECK ENGINE LIGHT STARTS TO FLICKER. NO PULSE TO THE INJECTORS BUT IGNITION IS ACTIVE.

Sounds like the vehicle is immobolised.

CHECK ENGINE LIGHT STARTS TO FLICKER due to battery is over charging. Your battery is over charging due to failure of cut out of alternator. Replace the cut out with new one. Your problem will be solved.
