OBD port fuse is not picking up any information?

I'm having an issue getting an inspection done on my vehicle. The state machine isn't picking up any information from the OBD. I have an appointment tomorrow to drop my car off so my mechanic can look at it, but someone said I should first check the fuse. I've tried looking on the internet to see where exactly the fuse is, but I can't seem to find the information for the car listed above. Can anyone help?

Here is the location for the ALDL data port connector which is the HVAC CTRL fuse 10 amp on the BCM fuse panel. If the fuse is okay, I would check the grounds as well, this guide can help, and I have included the connector wiring diagrams so you can see which wires to test.

I checked the fuse, and it was fine. I brought it to my mechanic. He said that the 2 main prongs on the OBD didn't quite have the right amount of power, but he checked the wiring, and he said everything looks fine. So now, he says I need to bring it back to a Chevy dealer because the only thing he could think of is to have the computer reset. Does that sound about right?

Update: I just spoke to a dealer and they said I can disconnect the battery for about 15 minutes, reconnect it, and drive about 100-150 miles and that should reset the computer.

The data port should have 12 volts at the red and white wire, and ground on the blk and blk/white wires. Can you confirm? Please follow the guide above.

I went out and got a multimeter but can't figure out how to use it (the setting it should be on). Can you please tell me which setting to turn it to for each prong and what the meter number is supposed to be at?

Update: After watching a video, I think I did it correctly. I set it to 20 in the upper left of the meter and checked 16. It came up at 12.70. I changed it to 200 directly on the bottom of the meter. 4 was at 2.1 and 5 was 1.7. I think those are supposed to be at 0, right?

Yep, it was 104 in my computer office, so I was in a hurry. To check ground just use the continuity setting and listen for the beep. Use one lead to ground and the others on the blk and blk/wht and you should hear the beep. This means the grounds are working. Does the car start and run?
