2005 Chevrolet Malibu COMMUNICATION ERROR OBDII

I WENT TO GET THE VEHICLE INSPECTED. THEY COULDN'T GET THE OBDII TO COMMUNICATE SO THEY WOULDN'T PASS THE VEHICLE BECAUSE THEY COULDN'T DO THE EMISSIONS TEST. THERE ARE NO CHECK ENGINE OR OTHER LIGHTS ON AND THE VEHICLE DRIVES FINE. WHAT DO I CHECK?

The first thing I would check is if there is battery voltage to the orange wire at the obd2 connector?If there isn't it won't communicate.

Orange wire has 1.1 volts. All fuses are good. Scanner when in general vehicle mode reads everything on the vehicle. When in specific vehicle mode, it will not connect.

The orange wire should have battery voltage there's the problem are you sure you checked all the fuses inside the car and outside the car?
