Hi,

This could be the result of a few different things. The first thing that needs to be done is to have the can-bus scanned for codes.

CAN stands for controller area network. Basically, all the different modules are tied together via a few wires. This type of scan will retrieve codes regardless of the module storing them.

Here is a link that explains how it's done:

Let me know if this is something you can do or have done. My biggest concern is that we start replacing good parts that will become expensive and not resolve the issue.

Take care,

Joe

As Joe said, we need it scanned for codes first. The reason is that it sounds like you have a few different issues. The whistle and lack of power could be a disconnected turbocharger air tube, the whistle would be boost blowing out of the tubing. However, that shouldn't have any effect on the SCBS system.
Quick test on the turbo tubing, if you are setting still and rev the engine up, do you hear the whistle then? If yes a good visual inspection should show the issue.

Yep, go over the tubing that goes between the turbocharger outlet and to the intake, a way to do it faster would be to take a chunk of hose and hold one end close to your ear, now trace the piping and listen for the whistle to increase, then look in that area. Not uncommon for clamps to fail, or flex tubing to crack. The whistle is from the pressurized air escaping.
