Hi,
The fuel pump relay will have a constant 12v on the secondary side and 12v on the primary only when the key is first turned on for a couple of seconds. After it primes, the engine must start and there be an ignition signal for the PCM to continue running the pump.
Do me a favor. See if the engine starts for a couple of seconds using starting fluid. If it does and then stalls, we can confirm its fuel related. If there is no change, check to see if there is spark to the plugs. Here is a link that explains how that is done:

Based on your description, it certainly could be either fuel or ignition related. However, the idea that it is stalling prior may indicate a faulty crankshaft position sensor. If you have a tachometer, take notice if the needle moves a little when cranking. If you have a live data scanner, see if there is an RPM signal. If there isn't, suspect the crankshaft position sensor has failed which will cause no spark to the plugs.
