no low beam and wipers only work on high

i have a 2002 Yukon XL SLT; the headlights only work on high beam and the windshield wipers only work on high. Some one suggested to me that it may be the multi-function switch on the steering column that controls both. Any insight into this problem; any suggestions on how to trouble-shoot?

These are totally independent circuits and the problems have to be approached that way. Nine out of ten times the low beam problem is just bulbs. Diagnose one circuit first and you will ultimately find out if they are related. You can test for power and ground at the light itself because the dimmer switch controls the ground to the lights.
