I could move my steering wheel to get my lights to come on and then nothing. I bought a new headlight and multi-switch. They didn't help, the new one wouldn't even work the turn signals. I replaced the new one with another new one, thought it might be bad. Same thing. The old one the blinkers work, but neither new/old I have no low wipers (just high) and no hazards, along with no headlights. I tore the dash apart, pulled the pur/wht wire out, touched the metal column and I get headlights. So, I know I have power. Could it be a ground short? Do hazards, wipers and headlights all run on the same ground?

It sounds like you have a daytime running light module that is going out. here are the headlight wiring diagrams so you can go over the system and see where you are losing power:

Check out the images (below). Please let us know what you find. We are interested to see what it is.

I'm getting 12.62v when I meter the blk/org to purple/white at the multi-switch plug. So, looks like it's getting current to the switch? But I have tried 2 new multi-switches. I even have current from purple/white at multi-switch to blk/org in headlight switch.

Did you check the ground 206? If all of the grounds and connection are good I would try make the connection for the switch manually to see if you can get the lights to to come on. Light green and violet. Lt green with blk and org. Let me know.
