The vapor recovery system is not related to this problem. The first thing you need to do is check if you have spark. Ninety five percent of crank/no-starts involve no spark and no injector pulses. The second thing is to read the diagnostic fault codes.
Chrysler fuel pumps almost always fail by failing to start up, leaving you stranded in your driveway. Once they do start up, they rarely fail while you are driving. GM fuel pumps fail just the opposite. They usually start up, then fail when you are out on the highway.
If you have no spark, the fuel pump will not be running either, other than for the first one second when the ignition switch is turned on. You should be able to hear the hum for that initial one second.
Be aware too that if the old fuel pump did fail, and you disconnected the battery while replacing the pump, idle speed is going to be real low until "minimum throttle" is relearned. It may be necessary to hold the accelerator pedal down 1/4" for the engine to start and to stay running.
