My brake lights only work when the head lights are off. Any ideas?

It sounds like you have a short circuit between the tail and brake circuit-To find out remove both bulbs on the back and do a continuity test between the brake and tail circuit any readings indicates that the wires are touching-inspect bulbs socket for corrosion that may be causing the short too.
