1989 Nissan Truck timing belt

When installing the belt the instuctions say to bring the #1 piston to TDC,but isn't putting the ckankshaft gear on the timing marks the same,or do you have to make sure they match? Would it still run if they don't match?

The valve timing has to be correctly set-Cam and Crank otherwise it will never start
