1986 Nissan Truck 4 cyl Four Wheel Drive Manual

My truck failed emissions.CO's were 39.49 and applicable standards are 25.00.What can I check for,new vac.lines, plugs & wires fuel filter

Could be the coolant temperature sensor or the oxygen sensor not going into closed loop mode giving fuel when not needed. to include a leaky injector or pressure regulator that will make run rich at all times.
