1984 Nissan Truck power steering belt

I am trying to replace my power steering belt but the tensioner is still stuck after I loosened tne bolt. So how can I move the tensioner?

Be sure there isnt a long bolt going through the back of the tensioner wheel in the bracket somewhere as an adjuster. This would keep the wheel from moving on its own when the lock bolt in the center of the tensioner wheel is loose
