I recently put 4 new goodyear viva tires on my car, after 3 months I had an oil change that came with a free tire rotation. When they rotated the front wheels to the back, the steering wheel was moving side to side at all speeds. When I brought the car back to the place of the tire purchase the balanced them for free, however the sterring wheel is still moving. The car does not pull to either side while driving of braking, can this still be an front end ailignment issue or is it the tires?

If this started when you had the rotation and they rebalanced them and the problem is still there, either you have a bent rim, or one of the new tires has a shifted belt. Have them check for that and let me know what you find.
