1995 Nissan Maxima COOLANT SYSTEM

I recently encountered a problem with my coolant overflow tank overflowing after 20 minutes of my car running. After 30 minutes once I stop, steam shoots up, my tempature gage on the inside of the car shoots up to hot, and it once again overflows and the coolant runs out til it's just about empty. I am sure it's over heating at this point. I have replaced the fuses for Fan slots 1 and 2, however I don't know where to locate the thermostat or know how to determine if it's my Fan Belt. I stopped into a auto shop and they told me that my fuses seemed like the only thing that needed to be repaired or replaced and everything else looked fine. In addition to that I live in San Francisco where it gets chilly, but nothing really below 30-40 degrees but not consistantly just in case that helped. What are some of the issues I could be having with my car?

Go to the front of the engine (where the belts - passenger side)
u will see radiator hose connected to the engine
look under that to where the pulley u will see another hose connected to the thermostat housing it has 4 bolts u may see only 3 but trust me it 4 bolts
that’s the thermostat housing

Thank you for the swift response.
Issues: Over heating, overflow of coolant tanks, steam, and all this after changing out Fuses to to Fans 1 and 2.
Just so I know a little bit about the situation when or if I take it to a Auto Repair shop; what are all the possibilities that could cause these symptoms? Well atleast the most obvious ones other than Fan Fuses, Belts, or Thermostat or are there any others?
