1990 Nissan Maxima fuel pump will not operate

The fuel pump is not operating, The engine would start but it will not stay running because the fuel pump not working. I replaced the pump but the pump still does not work. I think it might be the fuel pump relay but the electrical connections shows 12v at the pump. I dont know if the fuel pump relay and the safety relay are bad located in the trunk. Please if you can help me I would greatly appreciate it. I have tried putting a used ECCS on the vehicle as well. Dont know why it not pump the fuel.

If the pump is getting power than need to check for bad ground wire. If pump is coming on then test for fuel pressure, may be clogged filter not letting fuel make it to engine. If unsure how to test the relays just try swapping them out with known good ones see if it starts then.
