Nissan Frontier exhaust manifold, CA emissions

1999 Nissan Frontier, 2.4l, 2wd, 140,000 miles.
The exhaust manifold, which has a catalytic converter as an integral part, has cracks. Is it practical to have the cracks welded, and how can I tell if the converter is OK?

Not really,, but it is worth a try if you are willing to do the r&r's. The condition of the cat is the tough part,can you see any of the honeybomb? , look for melted parts or other obstructions.Is it cast iron or steel?
