2002 Nissan Altima heater

My 2002 Nissan Altima's heater will only work when going 60+ mph. I heated the car up and felt the heater hoses and only the one coming out the top of the radiator is hot. The hose on the bottom was cool to the touch. What could the possible problem be?

Cheap fix replace the thermostat then report back when it continues am not done.
