New actuator made same knocking noise

I replaced my HVAC actuator because it was making a ticking knocking sound but my new actuator made the same noise, only stronger. It was the regulating actuator on the top dashboard passenger side I replaced. Also, the old actuator made the noise when the blower switch was off. I would think all electrical components would work by way of the blower switch only in the on position but my actuator noise would start when I turn the key on. Since I replaced the actuator and did not stop the noise, what else can it be? Thanks for the help.

It may be a broken door in that the actuator hooks up to. here is a tip from one of the mechanics that wrote in excuse the English it looks like it is a problem that is hard to deal with or not repairable.
