Okay, just to be sure, all of the other lights (marker, brake, turn, interior) all work, just no high or low beams. Needing to hold the switch up is triggering the flash to pass part in the switch. Looking at the wiring diagram that could be caused by a failed headlight dimmer section of the multi-function switch in the steering column or it's ground connection to the chassis. It cannot be the DRL circuit as it is disabled when you use the flash to pass and turn on the high beams. It isn't the fuses as they power both beams.
Testing involves removing the steering column covers and getting access to the switch and specifically the Blue connector on it. If you unplug the connector and use a simple jumper wire at the connector from pin A which is the ground for the lights you should be able to touch the wire to the Pink wire at pin B and have the high beams switch on. Then if you touch it to the Dark Blue wire at pin C the low beams should come on. If that works it's a bad switch. If not connect the jumper wire to a good ground and then use it as before. If it now works there is an issue with the ground wire from the connector to the chassis.
Cost wise it depends on the shop or if you DIY. It is an easy switch to replace. The covers can be removed without removing the steering wheel and you need a 7mm wrench for the two bolts on the switch.
