Hi,
I suspect you are referring to the starter relay that is being jumped, correct? If so, we need to determine why the primary side of the relay isn't actuating the secondary side. If it is pins 87 and 30 that you jump to start it, that tells me the secondary has power and the fuse is good.
The primary side is set up a little differently. Pin 86 supplies power from the ignition switch when the key is in the start position only. So, we need to first confirm that is happening.
If pin 86 gets power, I need you to check pin 85 for continuity to ground. Note if this is a manual transmission as mentioned, the clutch safety switch circuit needs to be completed to get the ground, so you may need a helper when checking.

Additionally, I attached the wiring schematic below so that you would have a reference. When identifying pin numbers, they will be listed on the relay.
