Is your steering wheel in the lock position? You know where you turn the steering wheel a certain direction without the key in and locks the steering wheel in place for theft protection?

Because your steering wheel is in the lock position. For my car I insert key turn the steering wheel all the way to the left till it stops then turn key forward to on then I am able to turn steering wheel completely and turn on car. However if that is not the case, since you said your steering column is new see if your still in the warranty date range.

You mentioned that the column was replaced. Was the original tumbler (where the key goes) reused? Also, have you tried a different key?

If a wrong key is forced into the tumbler, it could damage it not allowing it to turn. So, yes that could have happened.
