1996 Mercury Villager tail lights work, brake lights will n

My 96 villager brake lights will not go off. Even with the vehicle not running. I pulled the fuse and that shut them down. The tail lights still work when the lights are turned on. I am not a mechanic but I can fix stuff when given the proper direction. Any help would be greatly appreciated. Thank you.
