1993 Mercury Topaz Fuel Pump/Filter

I was driving last night, and my car killed while on the road. After I pulled it off to the side, I could start it a few times, but it would always kill again after 2-3 seconds. Now it won't start at all. The batter has plenty of power, it's got gas in the tank. The oil levels are fine, same with the coolant, transmission and other fluids. Spark plugs are getting power, but it won't turn on. I think it may be the fuel pump/filter, but I don't know where to find them, or how to test them. Can anyone tell me if this diagnosis is correct, how to test this, and where to find the fuel pump and filter in my car?

The fuel filter will not cause the car to die however it will cause the pump to fail. The pump is inside the fuel tank. You need to use a fuel pressure gauge on the service port on the fuel rail.

Here are the specs

Key On Engine Off 50-60 psi
Key On Engine Running 45-60 psi

I took the fuel filter off (it was full of crap and fuel was barely trickling through) and fuel comes out of the new one when you turn the key in the ignition, but there's a block somewhere farther in. Any ideas how to find where it is or how to get it out? Thanks for the help on that though.
