1993 Mercury Sable EGR Sensor Circuit Code Error

The car has a 3.8L engine and it running rough. I ran a code checker on it and got a message saying the EGR sensor Circuit voltage higher or lower then expected during self test. I was wondering if this means the sensor is bad and needs to be replaced or is it pointing to another issue.

remove the EGR and check
