1997 Mercury Mountaineer Broken water pump bolts

I had two of the longer bolts on my pump break off below the surface of the pump. One is very close to the surface, but the other is not. Now what? Could I use a threaded insert and not go all the way into the block to remove these? If not, how do I get them out?

If you have access too the broken bolts, make sure to spray them with a penetrating oil and allow them to soak for a day. If you can, try using a quality set of channel locks or vice grips to remove them. If they are flush with the block, you will need to drill them and try using an easyout. Again, make sure it is a quality tool otherwise it will break off too. If that doesn't work, make sure you are centered and drill out the old bolt. With luck, before you get the hole too big they will loosten and come out. Otherwise you may have to retap the thread.
