1991 Mercury Marquis hesitation going into drive and fuel g

I have always had a slight hesitation when going into drive. It would take 5-10 seconds before it would ease itself into gear. No problems with reverse. Yesterday I had to race the engine to engage in any of the forward gears with the obvious surge-jerk and bang on the rear end after it engaged. Sets you back in your seat. It dis-engages momentarily when you slow down to make a turn and then takes 10-to 15 secs to rebulild to your former speed regardless how much acceleration you apply. When you stopor slow down to make a turn, it in non-responsive untill you accelarate with racing the engine again. The Check-Engine light comes on on-off intermittenly regardless of idling or at high speed, with a slight surge-jerk. Some times the engine quits while idling. The hesitation condition has gotten worse. It does not appear or feel to be slipping while engaged. Could this be a vacuum or speed sensor problem if not in fact the bands o something else? Additionally the fuel gage is stuck in the FULL position all the time. It will not move to empty when the ignition is turned off. It remains in the same spot just below FULL until you turn on the ignition when it then goes out of site beyond the FULL mark. I replaced the In-Tank fuel pump a year ago. It had a new sensor so I was told by AutoZone. It appeared to be working ok for a while but then just froze in the full position. I had to change out some bad gas before we replaced the pump. The new pump doe not even have 200 miles on it. I use the car as a backup and drive it occcassionally It sat around a few years with me starting and running it thru the neighborhood 1-2 times a month. What is your best adice as to these problems? Sounds like the trans is low on fluid. Has it ever been serviced? If not, now would be a good time to start. Regarding the fuel gauge, since it has read above full since the pump was replaced, Im gonna say that they have the float wedged or knocked off a wire while doing the pump.
