2000 Mercury Cougar Cougar's lights dim and flicker

I had my car's battery replaced and new alternator.
The car headlights dim and flicker and also dashboard lights. The battery light flashes on and off constantly.
I had someone replace battery terminals and check cables, it stopped for awhile but the problem is back again. But over all the car does not miss or stalls.

There is a technical service bulletion (TSB) for this issue. Take to local Ford dealer and they will install and reroute new wiring for your vehicle's charging system. Ask them about wether it will be paid for or wether you will have to pay for the repairs. .
