1994 Mercury Cougar Electrical System Voltage

My electrical system is giving me 9.45V with the car running and my battery gives me 11V with the car off. I have replaced the alternator, started, and the ignition switch. I have checked all my fuses, but the problem is still there.

What do you suggest I check/replace?

it sounds like the altinator is not putting out the voltage it is supose to. have it checked. they can check it at a local parts store, most auto zone have the equipment to check it and they do it for free.
