Low hum whining sound coming from the front end?

I don't hear it when I am driving sometimes at idle and all the time when I am turning the wheel both right and left. Known, a bad steering column with lots of play. Fluids are good. I have replaced the steering fluid pump, serpentine belt, and spark plugs. I can do the basics but I don't have a place to work on it and leave it undone so I have not attempted to get under and go through what might be causing it. If I could narrow it down and feel that I could tackle it I would like to do it myself. I just need to know where to start looking.

Angela,

Is it loud enough for you to record and upload for me to hear? If you notice it when turning the steering left and right, it sounds like the power steering pump. You mentioned that it is full. Is the fluid clean?
