Low brake pedal

Have replaced both front pads and rear shoes. Bled brakes numerous times starting at the right rear an moving around vehicle ending at left front. The bleeders are above the brake lines. There seems to be no difference when the engine is running to when it is turned off. The brake pedal will actually bottom out. The rear brakes shoes are dragging. Pumping the pedal helps slightly.

Try a power brake bleeder there is air in abs unit if that doesn't work then a pro will have to use a scanner to do it

It is not equipped with abs.

I suggest checking the master cylinder it sounds like it's not returning all the way due to the seals not working properly. Please let me know if that helps you.
