This sounds like the interlock control solenoid has gone out which is common here is the location so you can confirm its getting power but not working so you can replace it.

Removal

1. Disconnect battery ground cable and air bag backup power supply.

2. Remove lower RH and LH mouldings from instrument panel by pulling up and snapping out of retainer.

3. Remove five retaining screws from instrument panel lower cover and remove cover.

4. Remove instrument panel reinforcement.

5. Disconnect transmission range selector cable from actuator housing by removing one screw.

6. Remove four column attaching nuts and lower column assembly.

7. Remove electrical harness from brake shift interlock (BSI) solenoid assembly.

8. Remove three screws attaching BSI solenoid and insert plate to column assembly and remove solenoid and insert plate. Separate solenoid from insert plate by removing tinnerman clip.

Installation

1. Position BSI solenoid and insert plate in place and attach to column assembly with three screws as shown.

2. Connect electrical harness to BSI solenoid.

3. Attach column assembly to half car beam with four nuts.

4. Connect transmission range selector cable to column assembly with one screw.

5. Attach instrument panel reinforcement brace with three bolts.

6. Attach instrument panel lower trim cover with five bolts.

7. Install RH and LH mouldings on instrument panel.

8. Connect airbag backup power supply and battery ground cable.

Check out the diagrams (Below). Please let us know if you need anything else to get the problem fixed.

Cheers

The switch on the brake pedal has either come loose or is bad. It operates the shift lock that keeps the car in park unless the brake is pressed. It also explains no brake lights. Put the drivers seat all the way back and crawl under the dash. With a flashlight, look at the metal bar the brake pedal is attached to, and youll find a switch closer to the top of it. That's the brake pedal switch. It has a button that gets pushed when the pedal is all the way released. Push the pedal down with your hand and look for the button to pop out, and check that its secured and plugged in

On the brake pedal arm, find the BOO(brake 0n off switch). Replace that switch, if the brake lights dont work, the shift interlock wont either. You can test the switch with an OHM meter, Press the switch in, If it reads zero-five ohms it's good, if it reads OL it's not.

I have a '94 Lincoln Town Car, 84000 miles, V8. I can't get the vehicle out of Park. The engine starts fine, and the car runs great. However, when it is placed in park you can't shift out until you mess with it for a long time, then it will shift. All other gears shift fine. Could this be a neutral safety switch problem?

Your shift linkage is also linked to the brake pedal and therefore you have to apply the brakes when shifting out of park.

HMMM. Maybe if y'all pushed the car to the park exit, ya could start it up and go home. I think you shouldn't go to the park if that keeps happenin. I have a Boyfriend that always ran out of gas at the park everytime we went there! We made the best of it though

I want to buy a 92 town car with 162,000 miles from a widow, exc. Cond, but the car won't shift out of park for me to test drive, and the brake lights are not working. No manual to know witch fuse to check, is the fuse box under the dash? Also how can you tell if the two prong type fuse is bad, is there a way to bypass to shift it out of park?

Not a fuse! Follow the brake pedal to the switch that's mounted on it. Either it's not contacting (needs to be pushed in) or it's broke!

BOO
that is what it is called.
BOO= Brake (light) ON OFF switch
It is mounted around the brake pedal metal arm, up about 6-8 inches.A 2 wire connector plugs into it.
You can connect the wires in the plug to it test it. BUT DON'T bypass it. Or your BRAKE LIGHT will be on all the time.
It does the brake lights and the shift interlock feature.

Please help. I noticed that I couldn't get my car out of park one day, so I pumped the brakes, and it worked. Then it stopped working, so I was told it was my break switch so I installed a new one, it worked great for one day, and now it won't shift out of park?

It is either the Brake Light Switch, Brake Shift Solenoid under the dash or the linkage is binding between the column and transmission. If the brake lights are working then replace the solenoid. It is less than 20 bucks at most auto parts stores and install in a few mins.
