Car starts and everything seems normal but you cannot get shift lever out of park position. The Break pedal has been applied before attempting to shift into reverse.
I suspect break sensor on pedal or linkage.

Had same problem on 2000 lincoln. It was the sensor near the break pedal. I could get the car out of park if I put the key in and turned it to accesory and then put car in neutral to start. Once started I could shift to drive

Read you owner's manual and it will tell you how to shift it out of park. You likely have a light out on the rear or a bad brake light switch.
